If you could balance it, and have it clutch when the turbo spools, that would be great.

I think a sequential electric+gas turbo is the only way this could work.

I think a clutched supercharger would be the one that should do that; setup a twin charged system.
It's been said before that power isn't free, that the strain on the electrical system on the motor would possibly neglect any powergain used to drive the motor. Plus for something that would draw that much power, you'd need some extra batteries, which adds to the weight. You could look into capacitors too, but still, once their empty, you still need the charging system to charge them back up.
I'd say do a small non-intercooled clutched supercharger with a small pulley to spool up quick, and at a certain RPM, could even use the MSD window switches, or Megasquirt, have the supercharger disengage when the turbo starts to boost significantly, maybe even a bit of overlap.
Just one thing tho, if you want free electrical power, you may want to look into developping an exhaust (turbo) powered alternator (g/f's idea)

Look into a hybrid
t3/t04 *with a .48 ar or even the borg warner .55 * hell if i can get my 9 pound wastegate to open in neutral at 6k on my 1.6, your 2.5 should have no problem building boost down low.

I was thinking just a straight t3 .48ar... if I'm reading the turbo calculator graph right i'm dead down the center until I hit my max boost of 10psi.

how are you going to use a electric fan to spin your turbo up faster? you would have to mount the fan in between the turbo and the turbo manifold. <-- hottest part of the car i would say.
if you want low end torque from boost then just get a s/c.

I was originally thinking of putting a motor in and oversized intake, but this would never work at even 75,000rpm.
I think the only answer would be an electric SC / turbo hybrid where it's a staged system like a sequential twin turbo.
But screw it .. I'm just keeping things simple with a single small turbo. I had considered SC'ing but it's too much work for me, and I want A/C.
