Front Strut bar installation

I just got my front strut bar and I noticed that the holes are a little larger than the screws. Is it supposed to be kinda loose or does it have to be really snug when I put it on? and should I put anything inbetween the nut, like a rubber washer?

I think they do that so that it has a better chance of fitting all cars, I bought a VW lower bar for my VW GTi I used to have and it had oval holes. It went in okay, and there was never any sign of movement. Transformed the handling too.
