paper or something?

I just had custom exhaust done on my car and noticed that there is a bunch of white paper looking stuff all over my bumper above the exhaust. I wiped it off and it happened again. Is this like some kind of packing from the muffler being broken in or did someone shove a paper towel in my tail pipe, im confused (once again)
