hey, i managed to bake my front signal housings and replaced the amber lenses with clear ones, but noticed that there is an "inactive" bulb insert in the housing: the circular slot where a bulb would normally go in is not cut away ... obviously only people who have taken out their signal housings would not what i'm talking about ... is this a special feature? was a second signal bulb in each housing an option???
IIRC those were for driving lights (DRLs) Here's an old pic of Barry's RS with DRLs.

IIRC= If I Remember Correctly
DRL's are those daytime driving lights that come on automatically when the car is running. I can't remember if the spare socket space is specifically for that purpose but hopefully someone else on here can say. I just recall that some ppl did it as a mod like in Barry's pic above. I have some how-to instructions by Luc St. Pierre for this MX-3 DRL mod somewhere around here. I'll check and post back when I find em.

Those are not the DRL, the DRL are the headlights, there's a module that basically runs the high-beams at low power.

If you notice, the MazdaSpeed and the J-Spec front bumpers have no front side marker lights. What I did is I relocated those bulbes to the "unused" bulb insert of the signal light housing. Those lights don't flash, but they do turn on with the parking lights. If you have clear lenses, you can i guess use them as makeshift fog lights. Mine still have orange lenses, but I did it anyway, no point letting the lights go to waste.

They are a factory option where it is legally required. They were in Canada, I though, but I see your from BC, so maybe it is for Ontario, but not BC.
