my hatch garnish has broken a mount, and i wanted to know if this:

jb weld putty to fix spoiler mount?

Most people with a broken garnish mount eventually just have to get a new mount. The only way I personally would even think of trying to fix it would be with some fiberglass cloth soaked in plastic epoxy. That's how I fix my plastic parts. But it depends on if there's a lip on the break to hold both pieces to the fiberglass cloth. Do you have a pic of the broken piece and the mounting point?

I used that stuff to fill holes in my cellphone holder so i could customise it, it cures really hard.
This was the original holder.

I used JB weld to fill those holes for strength. And modded it into this:
