E-Test Results in...FAIL

so here are the results, any common ideas?
40km/h test results
HC ppm:
Limit: 68
Reading: 126

CO%:
Limit: 0.38
Reading: 0.51

NO ppm:
Limit: 0526
Reading: 1607

Curb idle results
HC ppm limit 200, reading 263
CO% limit 1, reading 0.41

Well at least I passed one thing....

Is your engine stock or do you have any mods done? Looks like your engine is either running a bit retarded in the timing or you may have a injector dumping more fuel than it should.. resulting in a Rich Mixture condition. Please post more information about your car. It will help me and others here determine what systems you should check.

What state of tune was it in? Timing correct? Fresh plugs? Clean air filter? 02 sensors functional? All vaccum lines and sensors connected? If you like help, we need details, specifics of engine, mods, history, quirks and any detail that will assist.

PS Something is seriously wrong, you failed miserably. Car cannot be running very well at all?

well the engine is a stock 1996 1.8L in my 94 car, and your right it isn't running the greatest, I replaced the timing belt about two months ago, and it ran great, about a month later my #2 VRIS stoped working, I replaced it but still wont open, when I read the ECU codes I get 16, and 46, VRIS #2 and EGR....all my vacuum hoses are checked and rechecked, I have adjusted my TPS which helped a little bit, I've checked the timing it's good, I have a new disty, spark plugs and wires. The engine is gutless after 4800rpms which makes accelerating a little difficult, I feel like a grandma in it right now....anyways, I think thats all I've done to it so far,

After you replaced the VRIS Solenoid. did you clear the codes from the ECU?
