coughing exhaust

I was driving this morning when my check engine light came on. Stopped at a red light and i noticed the muffler was like coughing or stuttering. Is there such thing as a muffler plugging up or maybe exhaust piping? Maybe somebody else has experienced this?

My catalytic converter was clogged before, but I didn't get a check engine light.
