problems starting with near empty tank

problems starting with near empty tank
hey guys, as it states in the topic. when my tank is near empty, it takes a bit of engine cranking to get it started while when the tank is at least half full the problem goes away. anyway ideas what it might be? im guessing something with fuel pressure, fuel filter perhaps? and where is the fuelfilter located btw?
