Setting up steering rack

How should I setup the steering rack on the mx3?
The bolts can be tightened with the nut on the steering rod. When is it positioned in the correct way?

Rims should have less distance between them in the front than the rear distance between the rim edges (toe in). Some people install a bar horizontally across the rims then measure front and back distance side to side. Here's a

Cool tips.
So, is there any benefit in having toe in or toe out?
How about our rear wheels, is it possible those are out of balance ?
Perhaps last one, should the car be completely on the floor to check the toe in / toe out?

Personally, I let professionals do this job ! they have benches to measure et get good values !
