Trying to pass emissions with homemade E85 and MegaSquirt..

I'm trying to pass emissions, and they are testing it as a 1.8 Liter engine (the size it was made with), and it has a 2.5 Liter in it, with higher compression. I barely failed emissions by about 150 PPM. The HydroCarbons, Carbon Monoxide, and the Oxides of Nitrogen were all barely out of range. I have a newish Cat on.
What I basically want to do is convert to E85, (just for the test). From what I've read, people use denatured Alcohol to pass emissions, which is chemically the same as E85, when mixed with gasoline at the right proportion. They do about 1:4 - Gasenatured Alcohol. However, their Hydrocarbons are sometimes still off. I wonder if it's because stoichiometric for E85 is 9.87:1. I can, of course, set the Air Fuel Ratio to whatever I want. Here's a page about it:

I'm wondering if I have this correct; I would run my tank down past the "E" light, and add 1 gallon of denatured Alcohol, and drive until the car runs funny (when the Alcohol catches up), and then set the air/ fuel ratio to 9.87:1.
I can't do an exact ratio, because Alcohol is corrosive, and I want to run it as little as possible, and if I run the tank to empty, It is hard to start a car on E85, unless it's already set up for it. I have new spark plugs, and newish wires, [stronger] coil, cap, and rotor. My spark is stronger than the original setup by at least 15,000v.
Does this seem alright?
