Radiator Fans - Both At Once or Independant?

Hey guys,

My '93 1.6 MX3 automatic is still having transmission woes, and I happened to notice something this afternoon...

There's are two fans... one on the passenger side, one on the driver side.
When I start my car, the fan on the passenger side spins.

The one on the driver side, the one that happens to be behind the tranny cooler, does not spin when the car is started. I haven't been driving it lately because I need to screw with the tranny and check the electrical and stuff, but...

Should that fan be spinning when the car starts?

The fan on the driver side is the ONLY radiator fan. It will (or should) turn on when the coolant reaches operating temperature.
The fan on the passenger side is the A/C fan.
