would power coating fix the curb rash?
wouldn't it still be there even if they did power coat it? cause i'm pretty sure they can't fill it in with putty or anything

they have to be patched with a welder and a grinder. Powder works on charges of the metal attracting the oppositely charged powder. Any filler will not accept the charge and therefore will not be coated.
And no, the powder will not be enough to smooth out the rash.
