Mooneggs gel-coated his tails red like that, and they look great.
I think you should leave in the mesh, and paint it black. I don't think bars go with the car. If you do bars, I think much thinner ones would look better.
No matter what you do with the front, I HIGHLY recommend that you paint everything behind it flat black. I HATE it when I can see the A/C cooler, radiator, wires, and junk in there.

I just thought of something: If you paint the tails, you should pop off the little round lenses from the inside, so your tails are brigher, and the light is dispersed better. You could even put a tiny dental mirror in there to reflect the light back onto the all the chrome ridges in there, for a more even pattern.

Tinted ones look nice. Now if you could install the tint on the inside to protect it that would give them a better finished appearence I think.
