as certified auto body tech I could tell you most of the things you need to know if not all. There's too much info to be typed and Im tired after car show, so I won't be typing all the info right now as it'll take pages. One thing I can tell you is that you do not use fiberglass over metal to repair rust. Reason is fiberglass and metal have different expansion/contraction rates so over the time fiberglass will separate from metal surfaces. Best way to repair rust is to cut out and repair with new sheet metal (in case of heavy rust through)
You can sandblast area if it hasn't rusted through and then fill pits with body filler. If area is not cosmetic ie bottom of the trunk floor you can use por15 or Rust mort products.
