faulty iac?

ever since i bought my mx any kind of load on the engine causes rpm drops. example: let's say the car is idling at 1000 in park. when i put the car into gear i have a 400 rpm drop. the a/c compressor cycling on causes another 300 rpm drop. headlight/brakelights/wipers like 100 combined. basically the only way i'm able to avoid stalling & rough idling is over-compensating via the idle adjustment screw. i don't appear to have any leaks & have cleaned out the tb several times. (problem isnt noticeable while car is moving) shouldn't my iac be making the adjustments to counter engine load as necessary?
