i have a 94 mx3 1.6litre dohc and when my mechanic pulled the head off he said it looked like it was out of time just a little bit. Could that cause it to smoke at all or lose power?

It wouldnt cause it to smoke.. but it could affect power.. timing that is too far retarded will have the engine running sluggish or feeling under powered. Timing thats too far advanced will have your engine knocking and pinging.. especially under load (going up hills.. starting from a dead stop at WOT.. etc)
