Help Fiberglassing Rear Bumper

I am looking to modify my VSX rear bumper. I am not a fan of mesh on rear bumpers, so I would like to fill the hole just below the license plate. The hole itself is large (aprox 4ft long), so fiberglass seems the be the only option.I have never done any fiberglass work before, but I have read many tutorials, and it seems pretty straight forward.

My only question is what is going to be the most durable way to do it? Should I basically use the hole as a form and make a "plug" to glue/epoxy in? Or should I fiberglass over the outside of the hole and feather it in with body filler?

Any help or any other ideas would be greatly appreciated.

1st, be prepared to not have a rear bumper for a month or two. This is a easy project, but will take some time to do right if it is your virgin fiberglass project.
2nd, the easiest way would be to take the bumper off, tape over the painted side of the hole with some duct tape, tape the inside of the hole too (this will make sure the fiberglass won't stick to the bumper, you will want to remove it), lay fiberglass sheets inside the hole from the back side (3 or 4 layers is all you need) make sure to lay it in a "C" shape so that you have a face of fiberglass and legs with which you will attach the plug to the bumper, when it dries take the tape off and remove the plug, sand the paint off around the hole on the painted side and sand the inside of the hole too, then place the plug into the bumper and rivit it to the bumper (a rivit tool and rivits are cheap) use a rivit every inch and a half, then lay some fiberglass around the edges of the plug using a good amount of resin to fill the gaps (1 or 2 layers is enough), then lay fiberglass around the painted side of the bumper again being libral with the resin to fill gaps, then body fill, sand untill smooth and feather the edges. Then take it to a body shop to finish and paint.
