burt speedometer cable?

the other day i was driving in the rain, smoke started coming in throught the vents, and i thought it smelt like burnt cables....30 mins later i look at my spedometer and its telling me im doing 140 
some days itll work fine..other days it likes to go HIGH SPEED and sometimes even passed 150 to about a complete 270 degree angle (for all u smart ones thats pointing down).....i took off the 3 bolts on the dash and the dashboard wouldnt come out....my ? is....is it the needle that maybe came loose? burnt cables or something else, and how do i take off the dash......oh, and i replaces the alternator belt again for the 2nd itme in the past month....this time i got a 17 dollar 1 with a year warranty so hope i dont break any more....pain in the a-- to fix
