transmission whining on non-mazda

hey gang,
sorry to bother, but i was hopin i could ask some knowledgable guys quick question about a non MX-3... if not, please feel free to tell me to piss off...
my parents' car, '95 grand marquis, has been makin a high pitched whine when it runs. i'm tryin to sell this beast for them, and everybody keeps askin what's up with the whining, so hopefully i can correct it and get it outta here!!
i thought it was the power steering, but that actually appears to be ok. i'm pretty sure its the transmission, because the whine goes away once i get up to about 30-40 mph, and it sounds like it gets louder on the shifts.
i was hopin you could tell me if that sounds accurate, if you thought a tranny flush would help, and if thats somethin i would be able to do myself at home.
