timing belt tensioner arm question

ok guys here's the deal..
I got 2 timing belt tensioner arm here..
one that you push push the pin inside the tensioner by hand (easily)
the other you have to use vice to compress it into the tensioner...
I know that the first one is one is not good because I installed it then put the belt and all those things..turn the crank shaft to see if everything is alright. the tensioner is not strong enough so the pulley assembly "clacks" on the tensioner...
now the real question is is the other one that is really stiff good ? I foud that it is really hard to compress..is it suppose to be that way ? or this one is shot too
