Idle strange, free beer who lives close by that can help

Hi my 92 mx-3 needs a little help and mazda cant help, figure that out. So I went to something better every single person who owns a mx-3.
When its in gear it has a rough idle, the odd time it goes away, but just for a sec. Quite often when its in neutral or park it will idle around 1500 rpm, but if u leave it for a minute it will go down to about 900rpm, also the tachometer above 3000rpm the needle jumps all over the place, strange. But im hopeing someone else has had this problem or can offer some advice.
Also if anyone has a front bumper for an emarld green that would help
