I saw something that looked like that at Canadian Tire, and it was suppost to make a whistle sound, maybe this one on ebay is different, but I can't see it fooling people and passing as a blow off valve.

hey we sell those at work..(canadian tire) they go for 20 CAN $ .. (don't waste your money!!)
