Part on tranny.

Ok, I think my MX3's tranny is new and it is VERY clean. What I am wondering is. There is this little part at the top of the tranny that looks like a little top hat. It feels loose like it is made to allow a pressure blowoff. Anyone know what this is? I have the 1.6 SOHC with 5spd manual.
