I'm gonna guess... physically broken switch out of phase with lock cylinder. Of course, it could be a short, but everybody's on the right track here in my mind.

I removed the switch and tested its positions with a multimeter according to the shop manual and it was definitely not switching to the correct contacts. I guess I'll have to replace that. Also, the wires for the "Key in" switch had a closed circuit when it should have been open. I took the wires off and it no longer has a connection at the terminals, so I don't know if its actually screwed yet or if its a wiring thing.
