You guys must have some remedies to this common problem. One of my covers has become almost usless because its so cloudy. What can i use on it after i get the cover off?

Tyring to put in my new bulbs and fix my foggy headlight cover but the damn thing is bolted in the most awkward places. I cant get I off and its terrible trying to work in there. Any suggestions or better ideas?
