They are torqued using the angle method.
Start by oiling each bolt on the threads and seats. Tighten them 17-19 ft. lbs. and mark each bolt at the top. Now, tighten the bolts 85 - 90 degrees. After they are all tightened, do it again. The mark you made should be faceing down now. Its on page B2-102 ...
