Where to buy LEDs?

I have a few questions about LEDs:
I recently bought a few LEDs at Radioshack. I know they have expensive prices, but I wanted them quickly for a project.
I installed blue lights in my rear speakers...very cool.
Anyway, I ended up paying around $20 for 4 LEDs and adequate resistors. The Lumos (sp?) rating was like 2300.
Lumos is the only way I know how to classify them. I'm assuming that it stands for candle power, which is how bright they are. Am I correct?
So basically, my questions are where do you get good LEDs for cheap, and how do you tell if they are "good" lights or not?
Good can stand for a few things, the need for resistors, how bright they are, the life of the LED, durability, among other factors.
