Very newbish question about efficiency

What do people mean when they say Turbos are more efficient then SuperChargers?
With a Supercharger it takes power to make power. The belt puts a load on the system and hence robs power.
Since a Turbo charger is run off of exhaust gas which is being expent anyway, is considered more effecient.
